General Pepper has made important roles in all Star Fox series games, usually acting as guidance for characters and playing major roles in storylines.
1993[]
Pepper debuted in the original "Star Fox", like other main characters. The manual implies that the experimental Arwings were constructed by General Pepper's instructions before he hastely loaned them to the Star Fox team to stop Andross's empire from invading the Lylat System. At the beginning of every mission, Pepper contacts Fox on the Communications Channel to brief him about the war status, asking Fox to take care of his Arwings and also telling him about the mysterious black hole where Fox's father disappeared into.

1997[]
In "Star Fox 64", the games begin with ROB picking up General Pepper's message to employ them into action against Andross and his Androssian army. Every mission begins with General Pepper briefing Fox on the Great Fox's bridge about the war efforts. These vary from him making specific orders to help take back Cornerian property or territory, to pleading Fox to come back in one piece and expressing surprise over Venom's victories on gaining territory.
General Pepper partook a major role in the war between Corneria and Venom. His forces were so overwhelmed by the Androssian Army, he had to make an emergency defensive strategy assigned specifically the Star Fox Team to do the job. Before every mission, the team would need to report to him and he would brief them about the area and it's dangers, give information on the current situation, or just review his progress. When Andross and his evil empire were defeated, Pepper gratefully offered to make the Star Fox Team part of the Cornerian Army, but Fox refused due to their preference of the mercenaries for hire lifestyle. General Pepper also paid the bill for Star Fox's total kills of Venomian units and hostile enemies; Pepper read that the total amount due was over sp$70,000 and let out an astounded, "What?!"

After viewing the credits roll, the total amount of Hit Points are counted up to the Star Fox team's service invoice for General Pepper to approve. For every number of Hit Points made, by shooting down Venomian units, hostile wildlife and environmental hazards, they are rounded up to 64 credits each. If less than 70,000 credits are due, General Pepper will say, “This is one steep bill... but it’s worth it,” and if 70,000 credits or more are due, he will let out an astounded, “What?!” The player can then press any button (touch screen) to enter the opening titles.
2002[]
In "Adventures", General Pepper hired the Star Fox team to investigate Dinosaur Planet's shattering, as any apparent explosion would have dire effects on the entire Lylat System. In gameplay, General Pepper acts as the pause menu's game status display. He will only give detailed reports of items after Fox has first collected them. After exiting the display, he will prompt Fox to keep up the good work by saying: "There's a lot of money resting on this, Fox. Keep up the good work!". At the end of the game, General Pepper reveals that the King and Queen EarthWalker sent him a message thanking the Cornerians for saving their world, how he was shocked to hear of Andross's survival and transferred the Star Fox team's monetary fee.
During the Plight of Sauria, General Pepper, presumably having been informed by the Star Fox team of what was happening on Sauria, explained to the team about the ongoing crisis on the planet, and also told them that the fee for the mission was also approved, and that the payment would be forwarded to the team upon completion. Pepper thought it was better for Fox to explore the primitive Dinosaur Planet without using as much technology that he usually does, including his Blaster. General Pepper could help Fox examine his collectable items, Tricky's sidekick commands and Staff Upgrades via the menu. Selecting him will give off a salute siren. Upon the completion of the mission, he was debriefed by the Star Fox Team as well as the EarthWalker royal family about the events of the mission, and noted his surprise that Andross, who by that point was destroyed on Venom, was responsible for the events of Sauria's plight. Expressing hope that this time, they've seen the last of the tyrant, he then forwarded the fee, to the Star Fox team's delight.
2005[]
In "Assault", General Pepper plays another major role. His briefing role continues for Missions 1, 2 and 7 until he is captured by Aparoids inside his flagship, where he undergoes Aparoidedation and acts as the boss of Mission 7. His strong will helps him repel complete control but he is unable to stop his body from betraying him and requests that Fox destroys him to let the general die in battle with honour. After his flagship comes crashing to the ground, Peppy flies under his ship, cockpit first to break Pepper's fall, saving his life.
General Pepper himself is not heard of for the rest of the game, but is impersonated by the Aparoid Queen to distract the Star Fox team during their assault on the Aparoid Homeworld.
General Pepper also played a major role during the Aparoid Invasion of the Lylat System. This time, the Cornerian Defence Force was much more prepared and was able to stand their ground against Andross's remaining fleets led by his nephew Andrew Oikonny. As per the starting orders of General Pepper, the newly outfitted Star Fox Team arrived as soon as Andrew's secret stealth squadron was starting to have the upper hand, but Pepper was relived that Fox and company arrived on time to prevent disaster. After the team's first encounter with the unknown aliens on Fortuna, General Pepper reports that the situation has gone beyond Fortuna, as the entire Lylat System was in pearl from the invading Aparoids. After he sent the research director Beltino Toad to brief the team on all the details, Pepper instructed the team to investigate a worrying distress signal originating from the Katina Outpost, because there was no response and Aparoids were suspected to have been involved. Once the Core Memory was recovered from Pigma Dengar, Star Fox managed to get back in touch with General Pepper to send the Core Memory to the Cornerian research facilities. General Pepper then informed the Great Fox crew that the time had come to orchestrate a retaliation on the Aparoid Homeworld, since as long as the Queen existed the Aparoids would continue to multiply, but Star Fox were temporarily distracted by distress signals coming from Sauria again.
Later, immediately after the Star Fox team returned from combating the Aparoids on Sauria, General Pepper conveyed to them grim news of an Aparoid assault on the Cornerian capital city which left much of the Cornerian defense force in ruins. Pepper instructed Fox about a communications disruption from EMP devices that meant partway into his briefing, Pepper was interrupted and his transmission suddenly cut short. Fearing the worst, Fox set out to cleanse the city of the invading forces, only to discover that General Pepper himself had been infected by the Aparoids. Though his body and his personal flagship were transformed into an augmented flying battle mech and no longer under his own control, Pepper retained his self-awareness and urged Fox to shoot him down so that he may die in battle and keep his honor. Fox, riding on the wing of a Wolfen piloted by Wolf O'Donnell, reluctantly engaged Pepper's ship using the Plasma Cannon and was able to bring it down after a fierce battle; but with a hopeful chance of damaging just the machinery. As Pepper plummeted towards the ground, Peppy suddenly appeared out of the sky in an Arwing and wedged his cockpit "nose" underneath the rogue flagship, breaking its fall and saving the General's life. Pepper was then taken into medical care and the command of Cornerian forces had apparently passed over to Beltino Toad.
Pepper remained inactive for the rest of the invasion, but he was imitated by the Aparoid Queen for attempted deception against Star Fox. It was originally effective, but they managed to ignore the imitation. After the Aparoid Homeworld was destroyed, Fox remained positive that Pepper would be alright after the Aparoid race was vanquished.

2006[]
Pepper did not make a physical appearance in Star Fox Command, but he is mentioned. It was Pepper's request that Peppy was made his successor, as Corneria's commander in chief. Pepper is briefly seen during the events of the default ending when Krystal recalls the events of Andross's exile, where he becomes wary of Andross's decline into evil intentions.
When Krystal gives her account of General Pepper and Andross's feud in "Command", the image shown is almost a reversal of the one from "Star Fox 64" with Andross and Pepper in the opposite positions (Pepper having a slightly incensed disposition while Andross is scolding Pepper from behind in Command, with Andross having an incensed disposition while General Pepper is scolding Andross from behind in 64).After the Aparoid Queen was destroyed with the rest of her kind and the events of the invasion were over, Pepper suffered an illness, possibly because of the Aparoids. By Fox's account, Pepper was so ill, that he was crippled. Therefore, he had to be confined to his sickbed and was unable to take part in repelling the unforeseen attack from the Anglar Empire. He had also requested that his rank as Commander in Chief of the Cornerian Army was given to his army comrade Peppy. Before the Star Fox team recovered Andross's terraforming device, Krystal told her views of the terraforming device and of Pepper and Andross's conflict between them which led to the Lylat Wars. Krystal states that at that time, Andross was Corneria's chief science officer and was also a close colleague of General Pepper, but they were "like oil and water" and that their infighting was a precursor to war. However, Krystal had undergone a vicious, mean personality streak from the trauma of being thrown off the team so her words may have only been made to antagonise Fox.
2011[]
General Pepper's role in the 3DS version of "Star Fox 64" is identical to the original N64 game. In the ending cutscene, Fox allows General Pepper to complete his offer, before politely declining. Players can tap the touch screen after viewing the payment due to the Star Fox team.
2016[]
General Pepper appears in "Star Fox Zero", with an even greater expanded role in the Corneria mission, where Star Fox must pilot to his command tower and protect him from 10 Hits worth of Venomain fighters before Caiman calls a retreat. Afterwards General Pepper thanks the Star Fox team for saving him and telling them that the Cornerians are in their debt: "once more". After saving the tower from the Androsa flying fortress, General Pepper watches the Arwings ascend into orbit and salutes them.
He later commands a fleet at Sector γ to fight against the enemy fleet, and called in Star Fox to aid in repelling the fleet. He also orders for his flagship to use a superlaser to take out the enemy's flagship, although because of it possessing a deflector shield, they were unable to do damage to it. After Fox managed to infiltrate the flagship via a weak spot in the deflector shields and disable the shield, Pepper, after ordering everyone to steer clear, then fired the superlaser again, taking out the flagship in the process. If the player takes too long to leave the ship before the superlaser is fired, the superlaser will also kill Fox as well.
After Venom managed to disappear at Sector Omega, Pepper requested that the Star Fox team return to Corneria, as he had come up with an idea on how to access Venom. However, by the time Star Fox arrived, Andross's army also proceeded to arrive at the location as well, and the tower was also engulfed in a wormhole opened by Andross. Before it was sucked up, however, Pepper told Fox that the tower was equipped with teleportation technology that will allow him to access Venom. After Fox went solo into the wormhole before it closed off, Pepper, at Fox's request, explained that the Cornerians and Andross had both developed teleportation technology to ensure peace in the Lylat System, although they were ultimately forced to banish Andross after he had become mad with power, and also revealed they had banished Andross and Venom into a pocket dimension thanks to James McCloud, but Andross had somehow managed to develop new technology and even gain access to their teleporters.
After Andross was fully defeated, General Pepper met with the Star Fox team and offered them a position in the Cornerian Army. Fox politely refused, citing that he prefers to do things their own way, before leaving due to Great Fox making departure preparations.2017[]
Before "Star Fox 2" was eventually released in 2017, a General Pepper-like character appeared, but he was unnamed. This character seemed to have reappeared as Captain Shears in the manga Farewell, Beloved Falco, as another hound officer of the Cornerian army.
When "Star Fox 2" was finally released in 2017, the character was reconfirmed to be General Pepper himself. When a round of gameplay begins, General Pepper instructs the pilots to protect Corneria from Andross's new air force, by making flight paths across the Lylat System to engage in space battles and recapture enemy occupied planets before doing battle with Andross himself. General Pepper assures the team that Corneria can survive if it sustains minimal damage, but if the gauge reaches 100%, the game will be over.
Medals with General Pepper's face can be collected across certain locations within the Lylat System.General Pepper makes minor appearances in the Super Smash Bros. series as trophies and stickers.
Images of General Pepper can be seen at some buildings in Corneria City in Star Fox 64, as well as Super Smash Bros. Melee's Corneria stage. The screenshot is taken from the closing credits scene from the N64 game where General Pepper offered to make the Star Fox team part of the military.
In Super Smash Bros. Brawl, Pepper appears both as a trophy and a sticker. He raises arm and leg attack power by 5.
